Libyens Seegrenzen werden von Tripolis nicht mehr bewacht. Auch ein Großteil der Küstenwacht und Marine hat dem zusammenbrechenden Regime von Diktator Muammar al-Gaddafi den Rücken gekehrt. Für zigtausende Schwarzafrikaner, die sich illegal in Libyen aufhalten, öffnet sich damit ein Fluchtweg übers Mittelmeer nach Südeuropa. Bereits kursieren Schreckensszenarien, die von bis zu 1,5 Millionen Flüchtlingen ausgehen. Grosse Nervosität herrscht vor allem in Italien. Deutschland hat die Forderungen Italiens und anderer Mittelmeerländer nach EU-Hilfe zur Bewältigung des Flüchtlingsandrangs aus Nordafrika abgelehnt. Im letzten Jahr habe Deutschland rund 40.000 Asylbewerber aufgenommen, Schweden 30.000, Belgien 20.000, Italien jedoch nur 7000, sagte Bundesinnenminister Thomas de Maizière. read more

Die EU hat ihre Sanktionsdrohungen gegen das Regime von Libyens Staatschef Muammar al-Gaddafi bekräftigt. «Der Wille des libyschen Volkes muss Beachtung finden», sagte die Sprecherin der EU-Außenbeauftragten Catherine Ashton am Donnerstag in Brüssel. «Wir sind bereit, weitere Maßnahmen zu ergreifen.» Nach Angaben von Diplomaten wird es allerdings vorerst bei Drohungen bleiben. Widerstand gegen Sanktionen kommt von Italien, Malta und Zypern. Die drei Länder befürchten, dass Gaddafi als Vergeltung die Flüchtlingslager in seinem Land öffnen und Migranten über das Mittelmeer nach Europa schicken könnte. read more

Ende letzter Woche, nach der Ankunft von 6000 tunesischen Flüchtlingen auf der italienischen Mittelmeerinsel Lampedusa, gab die in Warschau ansässige EU-Grenzschutzagentur Frontex bekannt, dass die Operation «Hermes» starte. Der mythische Name ist nur Glitzer – Frontex hat vielmehr Modellcharakter für die Konfliktbewältigung der Zukunft: Sie ist eine von Dutzenden Agenturen der EU, die «neue Aufgaben technischer und/oder wissenschaftlicher Art» bewältigen sollen. read more

In Libyen herrscht Chaos, Flüchtlinge berichten von Horrorszenen auf den Straßen. Italien befürchtet eine gewaltige Flüchtlingswelle, sollte Libyen im Chaos untergehen. "Zu erwarten ist ein Exodus in biblischem Ausmaß, ein Problem, das kein Italiener unterschätzen kann und darf", sagte Außenminister Franco Frattini dem Mailänder "Corriere della Sera". Die Flüchtlingswelle in Richtung Süditalien reißt nicht ab. Am Dienstagabend traf ein 16 Meter langes Boot mit 197 Migranten an Bord im Hafen der kleinen Felseninsel Lampedusa südlich von Sizilien ein. Ein weiteres Boot mit 43 Tunesiern landete am frühen Mittwoch in Lampedusa. Schon am Montag hatten mehr als 200 Migranten die Insel erreicht. read more
Abubakir al-Badri ist Kinderarzt in Liverpool. Er hat Familie in Tripolis und Bengasi. Er sagt: "Gaddafi hat diese jungen und völlig verzweifelten Flüchtlinge aus den Lagern zu Söldnern ausgebildet. Das erzählen mir meine Leute. Für 12.000 Dollar, heißt es. Das ist alles eine Folge des Abkommens zwischen Italien und Libyen." Berlusconi und Gaddafi hatten 2008 einen Freundschaftsvertrag unterzeichnet. Es ging um libysches Gas und gemeinsame Patrouillen, um die Bootsflüchtlinge von Lampedusa fernzuhalten. read more

Die in Rom tagenden Innenminister der EU-Mittelmeerländer haben sich am Mittwoch für die Einrichtung eines Solidaritätsfonds zur Bewältigung von Flüchtlingskrisen ausgesprochen. Die Innenminister von Italien, Zypern, Frankreich, Griechenland, Malta und Spanien, die auf Einladung der italienischen Regierung in Rom tagten, forderten auch die Einführung eines europäischen Asylsystems. read more

Der Damm ist gebrochen. Wie das italienische Außenministerium mitteilte, sind die im Jahr 2009 eingeführten italienisch-libyschen Patrouillen vor der Küste des nordafrikanischen Staates und in den libyschen Häfen wegen der blutigen Unruhen in Gaddafis Wüstenreich am Dienstag definitiv eingestellt worden. Nach inoffiziellen Berichten stehen bereits Dutzende, wenn nicht Hunderte von Flüchtlingsbooten für eine Überfahrt von der libyschen Küste in Richtung Lampedusa und Sizilien bereit. Seit 2008 verhandelt die EU mit dem libyschen Staatschef Gaddafi über ein Abkommen für Aufnahmelager für potentielle Flüchtlinge, die sich von Libyen aus über das Mittelmeer auf den Weg nach Europa machen wollen. Gaddafi erhielt dafür von der EU bislang über 50 Millionen Euro. Die EU hat nun die Verhandlungen ausgesetzt. Vier Flüchtlinge, ale um die 30 Jahre alt, aus Myanmar, Burma und Somalia wurden in das Leichenschauhaus des Bağcılar Training and Research Hospitals in Istanbul gebracht. Doch sie lebten noch! Sie waren trotz ihres schlechten Gesundheitszustand nicht versorgt worden. Die Gendarmerie hatte sie in Ostanatolien in der Nähe von Edirne vor einem Monat mit schweren Erfrierungen gefunden und nicht weiter behandeln lassen. Rom bangt vor den Folgen eines Sturzes der libyschen Regierung, die bisher dank eines Migrationsabkommens mit Italien die Massenabfahrten von Flüchtlingen aus dem afrikanischen Land in Grenzen gehalten hatte, berichteten italienische Medien. Die Regierung Berlusconi will heute bei einer Sondersitzung die schwierige Lage in Nordafrika diskutieren. Die Regierung in Wien hat sich zu einem ganzen Paket an Gesetzesänderungen zusammengerauft. In der Koordinationssitzung für den Ministerrat am Dienstag vereinbarten SPÖ und ÖVP Montagabend unter anderem ein umfangreiches Fremdenpaket mit „Rot-Weiß-Rot-Card“ und Mitwirkungspflicht für Asylwerber sowie ein Gesetz gegen Sozial- und Lohndumping. read more

Die Flüchtlingshilfeorganisation Pro Asyl hat angesichts der Regierungskrise in Libyen die Europäische Union (EU) zu einem Umdenken in der Flüchtlingspolitik aufgefordert. "Die Europäische Kommission muss jetzt gemeinsam mit den Mitgliedstaaten die Aufnahme von Schutzsuchenden vorbereiten", forderte die Organisation am Dienstag in Frankfurt am Main. Pro Asyl sei "in großer Sorge" über Tausende in Libyen gestrandete afrikanische Flüchtlinge. "Bei den anlaufenden Notfallmaßnahmen dürfen sie nicht vergessen werden." read more
Die Lage sei derzeit schwer einschätzbar und entwickle sich täglich weiter - Medien berichteten von 750.000 zu erwartenden Flüchtlinge über das Mittelmeer. Entsprechende Meldungen wurden in Diplomatenkreisen aber zurückgewiesen.Es gehe vor allem um die Frage, wie die Situation in den Griff zu bekommen sei, also welche Möglichkeiten es gibt, Flüchtlinge aufzunehmen und zu betreuen. Dies werde auch Thema des EU-Gipfels Ende März sein. read more

Meldungen der italienischen Nachrichtenagentur Ansa zufolge sind am Montag 131 illegale Einwanderer von der Küstenwache nach Süditalien begleitet worden. Am selben Tag fasste die Polizei 73 illegale Einwanderer, die meisten von ihnen stammen aus Tunesien. Wegen der politischen Lage in Tunesien versuchen mehr Menschen, illegal nach Süditalien auszuwandern. In den vergangenen Tagen kamen bereits tausende Menschen auf die Insel Lampedusa. read more
