In einer Mitteilung der EU-westafrika Kommission von 1996 über das "Thema Konflikte in Afrika" wird der Begriff "Strukturelle Stabilität" eingeführt. Als Strukturelle Stabilität wird darin eine Situation definiert, "die nachhaltige wirtschaftliche Entwicklung, Demokratie und die Achtung der Menschenrechte, lebensfähige politische Strukturen sowie intakte soziale und Umweltbedingungen beinhaltet, die im Stande sind, Veränderungen zu handhaben, ohne auf gewalttätige Konfliktaustragung zurückgreifen zu müssen." read more

Es kommen immer mehr Asylsuchende nach Indonesien, das zum Transitland für Reisen nach Australien geworden ist. Unter ihnen sind viele Afghanen, Flüchtlinge aus Sri Lanka und dem Irak, die sich auf unsicheren Booten nach Australien einschiffen. Am 28. Mai wurden 9 Menschen getötet und 11 verletzt, als ein Boot mit 36 Menschen aus Afghanistan vor Sumatra sank. Am 2. Juni hat die Polizei auf der Ostinsel Sumba potentielle Schlepper verhaftet, die angeblich 59 Flüchtlinge aus Afghanistan und Pakistan nach Australien bringen wollten. (Artikel in engl. Fast 10.000 Papierlose, fast alles Zentralamerikaner_innen, wurden in Mexiko zwischen September 2008 und Februar 2009 von Banden entführt, die dafür an die 25 Mio Dollars an Lösegeld verlangten, so die Menschenrechtsorganisation CNDH. "Die Zahl der Migrant_innen, die der Freiheit beraubt wurden, liegt bei 9.785, das sind mehr als 1.600 Entführte pro Monat. (...) Die Entführung von Migrant_innen ist zu einer Dauerpraxis geworden, die besorgniserregend ist. Sie ist von extremer Grausamkeit geprägt. Wer in Deutschland Asyl sucht, hat keine guten Chancen: Jährlich erhält etwa ein Prozent der Flüchtlinge ein dauerhaftes Bleiberecht. Die anderen leben entweder mit einer Duldungserlaubnis oder illegal im Land. Gassan kommt aus Rafah in Palästina. Seine Flucht führte ihn über Ägypten, den Libanon, Libyen, Frankreich und Italien und nach Deutschland - ohne Papiere. Seit drei Monaten ist er in Hamburg bei Freunden untergetaucht. Geflohen sei er, weil es in seinem Land immer Krieg gebe. Er habe zu Hause nicht genügend zu essen gehabt und keine Arbeit gefunden. read more

Die griechische Polizei will binnen eines Monats massiv gegen die illegale Migration vorgehen. Es werden Lager für illegale MigrantInnen eröffnet, wie der griechische Innenminister Christos Markoyannakis heute verkündete. Es gab selten einen Ministerpräsidenten, der Kommentatoren und Glossenschreiber in höherer Frequenz mit immer neuen, unglaublichen Stoffen versorgt hätte. Dennoch gewinnt der Mann Wahlen. Nun hat er auch noch dem nicht eben lupenreinen Demokraten Muammar al-Gaddafi „tiefe Weisheit“ attestiert und sich im Gegenzug einen „eisernen Mann“ nennen lassen. Mit dem Geld, das Italien seiner ehemaligen Kolonie als Entschädigung zahlt, soll Libyen freilich nicht zuletzt afrikanische Bootsflüchtlinge fernhalten, die auf der Isola di Lampedusa vor Sizilien anlanden. read more

Die Polizei sucht nach einer unbekannten Anzahl illegaler Einwanderer, die Sonntagnacht aus einem Rückhaltelager in Safi entkommen waren. Neun von ihnen konnten in der Umgebung rasch eingekreist werden während Einigen die Flucht gelang. Die Suche wird vom Lagerpersonal und der maltesischen Armee durchgeführt. Deutschland gehört nach Angaben der Vereinten Nationen zu den Staaten, die am meisten Flüchtlinge aus Konfliktgebieten aufnehmen. Ende 2008 habe die Bundesrepublik mehr als 580.000 Flüchtlinge beherbergt, teilte das Hilfswerk UNHCR in Genf mit. Damit belege Deutschland den vierten Platz nach Pakistan mit insgesamt 1,8 Millionen Flüchtlingen, Syrien und dem Iran. Weltweit seien im vergangenen Jahr 42 Millionen Menschen auf der Flucht gewesen. Als Hauptgründe nannte das UN-Hilfswerk Kriege, Bürgerkriege und politische Verfolgung. Rund 80 Prozent aller Flüchtlinge seien von Entwicklungsländern aufgenommen worden, hieß es weiter. read more

Schwedens Migrationsminister, Tobias Billström, fordert im Gespräch kurz vor dem EU-Ratsvorsitz des Landes eine einheitliche Asylpolitik: "Wir sahen, wie 60 Prozent aller Asylanträge, die irakische Flüchtlinge in der gesamten EU stellten, in Schweden abgegeben wurden, einem Land mit neun Millionen Einwohnern. Wir sahen radikale Unterschiede in der Bewilligungsquote, als Schweden 70 Prozent der irakischen Asylgesuche guthieß und Griechenland nicht mal ein Prozent. So ein System kann nicht Bestand haben, das versteht sich von selbst." read more

Deutschland entzieht sich zunehmend seiner Verantwortung, Schutzbedürftige in Deutschland aufzunehmen, kritisierten Amnesty International und PRO ASYL. Zum einen gelangt ein Großteil der Flüchtlinge mit Ziel Europa gar nicht auf EU-Territorium. Entgegen ihrer völkerrechtlichen Verpflichtungen fangen EU-Grenzkontrolleure Flüchtlingsboote auf See ab, ohne ihnen Zugang zu einem Asyl- verfahren zu gewähren. Zum andern ist Deutschland aufgrund seiner geographischen Lage nach den Regeln des europäischen Flüchtlings- rechts nur selten für die Prüfung von Asylgesuchen zuständig. read more

Ein afrikanischer Einwanderer von der Elfenbeinküste, der in der vergangenen Nacht aus einem Rückhaltelager entkommen war, wurde am Flughafen gefaßt, als er versuchte mit einem gefälschten Pass das Land zu verlassen. Stephen Kybrene wurde gemeinsam mit einem Ghanaer festgenommen, der in einem offenen Zentrum lebt. Beide wurden noch heute zu Haftstrafen verurteilt. (in englischer Sprache) read more

Am Wochenende kam das Segelboot “Libertad” im Sporthafen von Las Palmas an. An Bord- Mitglieder des Nationalen Netzwerks für die Rechte von Einwanderern, die im Vorfeld des Immigrations-Treffens von Zapatero und Rivero gegen Rassismus und Fremdenfeindlichkeit demonstrieren wollen. Auch die Einsätze der Grenzschutzorganisation FRONTEX ist den Aktivisten ein Dorn im Auge- die finanziellen Mittel für deren Aktionen sollten besser für die Entwicklung und Zusammenarbeit mit afrikanischen Ländern eingesetzt werden. read more

Österreichs Innenministerium legt Pläne zur weiteren Einschränkung des Asylrechtes vor. Eine Wertewandel-Studie beobachtet verstärkte Ausländerfeindlichkeit in der Bevölkerung. Selbst ein bereits anerkannter Asylstatus soll nicht vor Abschiebung schützen, wenn jemand einer Straftat verdächtigt wird, die mit mindestens einem Jahr Freiheitsstrafe bedroht ist und im Heimatland keine Asylgründe mehr vorliegen. Bei Asylbewerbern, deren deklarierte Minderjährig- keit bezweifelt wird, will man das Alter durch Röntgen bestimmen. read more

In der Nacht auf Montag haben Polizisten einen mutmaßlichen Menschenschlepper auf der Autobahn Salzburg-München gestoppt. Insgesamt waren in dem Auto zwölf illegale Passagiere. Der 59-jährige Deutsche hatte zwei Männer und zwei Frauen mit sechs Kindern und zwei Säuglingen aus dem Kosovo in seinem Wagen, als er von den Polizisten bei Piding angehalten wurde. Er hätte seine Passagier von Ungarn illegal nach Deutschland bringen sollen. read more

Sie kommen aus Afghanistan, Palästina, Eritrea oder anderswo in der Welt: Die Flüchtlinge, die im "Dschungel" genannten Niemandsland von Calais zwischen Hafen und Industriegebiet hausen, kennen nur ein Ziel: Rüberkommen nach England. Von der Polizei verfolgt und zum Teil misshandelt, finden sich jedoch immer wieder Menschen, die ihnen helfen oder sie mit Essen versorgen. read more

Die griechische Küstenwache hat am Wochenende in der Ägäis insgesamt 128 Bootsflüchtlinge aufgegriffen, darunter acht Kinder. Zudem sei ein Schleuser festgenommen worden, berichtete der staatliche Rundfunk. Die Migranten waren vor den Inseln Lesbos, Samos und Agathonisi entdeckt worden. Sie seien von der Türkei aus gestartet und stammten aus verschiedenen Staaten des Nahen Ostens. Sie wurden in die bereits überfüllten Aufnahmelager auf Samos und Lesbos gebracht. In diesen Aufnahmezentren herrschen zum Teil chaotische und gesundheitsgefährdende Zustände. read more

Auf der Kanareninsel Teneriffa ermittelt die Policia Nacional 8 spanische Frauen, welche gegen ‘Honorar’ Ehen mit Männern aus Nigeria eingegangen waren. Ziel dieser Scheinehen war es, die dauerhafte Aufenthaltsgenehmigung für die afrikanischen Staats- bürger zu erreichen. Die Frauen im Alter zwischen 21 und 42 Jahren kassierten für ihr ‘Jawort’ bis 3.000 Euro. Nach dem Fahndungserfolg geht es den Beamten nun darum, die Hintermänner zu ermitteln. read more

Polens Grenzschutz hat an in Podlachien an der Grenze zu Litauen zunehmend Probleme mit Illegalen Einwanderern, wie z.B. in einem Fall am Wochendene, wo drei Polen auf der Ladefläche eines Ford Transit gleich 19 Vietnamesen gen Westen transportieren wollten. Ein Teil von ihnen war barfuß, einige hatten nasse Hosen, alle waren verängstigt. Alle 22 Insassen des Fahrzeuges wurden festgenommen (...) sie werden später, nach in Polen geduldeten Verhören durch die vietnamesische Stasi, in ihre Heimat zurückgeführt. read more

Der italienische Dirigent Claudio Abbado ist bekannt für sein soziales Engagement abseits der Musik. Zusammen mit berühmten Musikern wie Daniel Barenboim, Martha Argerich oder Hélène Grimaud und vielen Musikern diverser Ensembles, wie z. B. den Wiener Philharmonikern, gründete er jetzt das Orchester "Human Rights Orchestra". Alle teilnehmenden Musikkünstler engagieren sich ehrenamtlich und die "Musiker ohne Grenzen" möchten auch auf die heikle Lage in italienischen Flüchtlingslagern hinweisen, wie sie bei einem Konzert im Juli in Lampedusa beweisen wollen. read more
