Im vergangenen Jahr unterzeichnete Gaddafi mit Berlusconi einen „Freundschaftsvertrag“, in dem sich Italien zur Zahlung von fünf Milliarden Dollar in zwanzig Jahren verpflichtet. Im Gegenzug erklärte Tripolis sich bereit, den Flüchtlingsstrom kontrollieren zu helfen. Seit dieser Teil des Abkommens in Kraft trat, weist Italien Bootsflüchtlinge bereits auf dem Meer nach Libyen zurück. „Wenn wir auf Amnesty International hören würden, hättet ihr bald ganz Afrika bei euch zu Hause“, pflichtete der Revolutionsführer seinen Gastgebern bei. Zweifel an der Möglichkeit, von Libyen aus Asylanträge an europäische Länder zu stellen, wischte er vom Tisch: Es handele sich um „Leute, die im Wald leben, die haben keine politischen Probleme“. read more

IOM ist mit den “NGOs” World Islamic Call Society (WICS), der International Organization for Peace, Care and Relief (IOPCR) und Al-Wafa eine Partnerschaft zur gemeinsamen Arbeit im humanitären Sektor eingegangen. Sie wollen Migrant_innen ohne Papiere helfen, die sich in Haft befinden. Hierbei geht es vor allem um medizinische Unterstützung, in einem Lager wurde ein Untersuchungsraum eingerichtet. Seit den gemeinsamen italienisch-libschen Patrouillen bleiben sehr viel mehr Migrant_innen in Libyen inhaftiert und kommen nicht mehr nach Italien. (Artikel in engl. Sprache) read more

Der libysche Revolutionsführer verteidigte Italien wegen der Abschiebung von Migranten, die von den Küsten Libyens abfahren. "Den protestierenden Menschenrechtsorganisationen sage ich: Lassen wir Millionen von Migranten nach Italien einwandern und dann sehen wir, was diese Organisationen tun. Sie sollten anstelle der Regierung die Verantwortung übernehmen, diese Menschen zu ernähren und ihnen eine Arbeit zu geben", so Gaddhafi. Er forderte internationale Hilfe im Kampf gegen die Migration. "Das Problem der Migration ist eine gemeinsame Herausforderung. Die EU zahlt Libyen eine Milliarde Euro für die Immigrationskontrollen, dieses Geld genügt aber nicht", so Gaddhafi. read more

Der griechische Innenminister Prokopis Pavlopoulos hat Strafverschärfungen angekündigt, um Schlepper abzuschrecken. Nach einer Kabinettssitzung kündigte der Minister auch an, daß illegale Einwanderer künftig bis zu 12 Monaten in eigens eingerichteten "Empfangszentren" eingesperrt werden sollten, bis über ihr weiteres Schicksal entschieden sei. Algerische Grenzschützer haben Anfang Juni vor der Küste von Annaba (600 Kilometer östlich der Hauptstadt Algier) 18 illegale Migranten festgenommen, die auf dem Weg nach Europa waren. Laut der staatlichen algerischen Nachrichtenagentur teilte die Führung des Grenzschutzes mit, die Migranten im Alter zwischen 17 und 29 Jahren seien an Bord eines handgefertigten Bootes auf dem Weg zur italienischen Küste gewesen. Vor Annaba waren bereits am 20. Mai 19 sog. "Harraga" festgenommen worden. Trotz eines Gesetzes des algerischen Staates, welches "das illegale Verlassen des heimatlichen Territoriums" unter Strafe stellt, riskieren Auswanderungswillige weiterhin die Überfahrt nach Europa. read more

Der viertägige Besuch des libyschen Staatschefs Muammar al-Ghadhafi in Rom sorgt für politische Spannungen. Ein geplanter Besuch Gaddafis im römischen Senat, in dem der libysche Revolutionsführer eine Rede halten wollte, musste wegen heftiger Proteste der Oppositionsparteien abgesagt werden. Der italienische Regierungschef Silvio Berlusconi, der sich mit Ghadhafi im August über ein Abkommen für die Zahlung an Libyen einer Entschädigung für die Kolonialzeit von 1911 bis 1941 geeinigt hatte, kritisierte das Verhalten der Opposition als unannehmbar. read more

Ghaddafi ist am 10. Juni in Rom angekommen. Dieser Besuch war aufgrund des im August 2008 abgeschlossenen Abkommens mit Italien möglich geworden. Der Freundschaftsvertrag verspricht Tripolis 200 Mio Dollars für die nächsten 25 Jahre als Kolonialzeitentschädigung (1911-1942). Libyen soll im Gegenzug dafür sorgen, dass weniger Flüchtlinge, aber mehr Gas und Öl nach Italien kommen, so Berlusconi. Der Kampf gegen die illegale Migration hat absolute Priorität für Italien. ie EU-Regierungen schlagen Alarm: Sie wollen, dass Frontex, die Grenzschutz-Agentur der EU mit Sitz in Warschau, mehr im Kampf gegen illegale Einwanderer unternimmt. Besonders von Flüchtlings- strömen betroffen sind die südlichen Mitgliedsländer. Die Kommission sowie Österreich und Deutschland appellieren an Frontex, auch die Außengrenze der EU im Osten stärker zu kontrollieren, weil hier Kriminelle aus Moldawien, der Ukraine oder aus dem Kaukasus in den europäischen Raum eindringen. read more

Begleitet von Protesten und unter massiven Sicherheitsvorkehrungen hat der libysche Revolutionsführer Muammar al-Gaddafi seinen ersten offiziellen Besuch in Italien begonnen. Italien kann als Zeichen der engeren Zusammenarbeit seit kurzem Bootsflüchtlinge direkt wieder nach Libyen abschieben. Die Vereinbarung von Ende August 2008 sieht ein italienischen Kontrollsystem im Kampf gegen die illegale Einwanderung an den libyschen Landesgrenzen vor. Italien hofft damit, den enormen Flüchtlingsansturm auf seine Insel Lampedusa zu bremsen. Die Grundlage für den ersten offiziellen Besuch Gaddafis in Italien seit seiner Machtübernahme vor 40 Jahren hatten er und Berlusconi im Herbst 2008 mit einem Vertrag gelegt. read more

So sollten bis spätestens 2012 ein einheitliches EU-Asylverfahren und einheitliche internationale Schutzstandards geschaffen werden, ab 2013 will die EU-Kommission ein fixes "Solidaritätssystem" einrichten. read more

Ein gestohlenes Wasserfahrzeug, eine sogenannte Yola, war einmal mehr nach Puerto Rico unterwegs. An Bord des 21 Fuß langen Bootes, welches kurz zuvor bei Higuey gestohlen worden war, hatte 19 Dominikaner, 3 Haitianer und 1 Kubaner an Bord. Der Vizeadmiral der US-Kriegsmarine Homero Luis Lajara Solá erklärte, dass die US Marine ein Schutzschild im Kanal de la Mona aufgebaut hat. Werden Flüchtlingsboote nicht von der US-Marine aufgebracht, so werden sie von der Küstenwache aus PR ergriffen. Eine illegale Einreise wird immer schwieriger. read more

Unter hohen Sicherheitsvorkehrungen sind mehr als 100 Vietnamesen aus Deutschland und Polen vom Flughafen Berlin-Schönefeld in ihre Heimat abgeschoben worden. Es war nach Angaben der Bundespolizei die erste Massenabschiebung seit Mitte der 90er Jahre. Flüchtlingsorganisationen hatten die Aktion schon länger kritisiert, weil die 104 Frauen und Männer sowie ein Kind schon seit Jahren in Europa lebten. - Begleitet wurden sie von rund 50 Bundespolizisten sowie Sanitätern und Ärzten. Finanziert wurde der Flug von der europäischen Grenzschutzagentur Frontex. read more

Am Sonntag konnte die Bundespolizei in drei Fällen fünf unerlaubt Eingereiste auf der BAB 12 feststellen. Im ersten Fall kontrollierten die Beamten um 19:40 Uhr einen polnischen Pkw an der Abfahrt Müllrose in Richtung Berlin. Der 47 jährige polnische Fahrer hatte drei russische Staatsangehörige (17 weibl.,35 u.27 männl.) ohne die erforderlichen Reisedokumente an Bord. Der Fahrer erhielt eine Strafanzeige wegen der Beihilfe zur unerlaubten Einreise. Die unerlaubt Eingereisten wurden festgenommen und werden an den polnischen Grenzschutz rücküberstellt. read more

Malaysia hat Hubschrauber, Schiffe und ein Flugzeug an seinen Küsten eingesetzt, um illegal einreisende Flüchtlinge aus Pakistan und Afghanistan auzuhalten, die über das Meer kommen. Sie kommen in kleinen, überladenen Booten, wollen aber gar nicht dort bleiben, sondern verlassen das Land wieder Richtung Indonesien, um von dort nach Australien zu gelangen. Dort hoffen sie auf eine Asylanerkennung. Seit März haben 114 Indonesier, 58 Afghanen, drei Iraker und 37 Pakistaner versucht nach Malaysia zu gelangen. (Artikel in franz. Sprache) read more

Die illegalen kurdischen Einwanderer, darunter zwei Frauen und fünf Kinder, sind in der Nacht auf Samstag am Zoll in Ponte Chiasso (I) erwischt worden. Der Chauffeur wollte mit seiner menschlichen Ladung in die Schweiz einreisen. Die irakischen Kurden befanden sich im Laderaum des gemieteten Lastwagens, wie die italienische Nachrichtenagentur Adnkronos am Dienstag mitteilte. Sie wurden vom italienischen Zivilschutz in Obhut genommen. read more

Vom globalen Klimawandel sind immer mehr Menschen betroffen. Internationale Hilfsorganisationen berichteten auf der UN-Klimakonferenz in Bonn, dass allein im vergangenen Jahr durch Hochwasser, Dürre oder Stürme als Klima-Folgen rund 20 Millionen Menschen aus ihren Heimatregionen vertrieben wurden. Die humanitären Herausforderungen seien immens, hieß es weiter. Dies müsse bei einem neuen Klima-Abkommen, das im Dezember in Kopenhagen unterzeichnet werden soll, berücksichtigt werden. read more
