Sie stehen an Ampeln und putzen Autofahrern die Scheiben, musizieren in der U-Bahn oder sitzen bettelnd auf dem Trottoir - und mit jeder Woche wächst in Berlin die Ratlosigkeit, was aus ihnen werden soll. Das Land weiß nicht, wohin mit einer Gruppe von Roma, die vor einigen Wochen im Görlitzer Park in Kreuzberg aufgetaucht ist. Ungefähr 40 Personen, unter ihnen viele schwangere Frauen und Kinder campierten unter freiem Himmel und im Gebüsch, und weil ein paar einstige Hausbesetzer Mitleid mit den ärmlichen Gestalten hatten, brachten sie sie bei sich zu Hause unter - im Seitenflügel einer einst besetzten, ehemaligen Kreuzberger Klinik. read more

Neben zahlreichen anderen Hilfsorganisationen ruft auch der Kirchenkreis Lübeck-Lauenburg mit einem Brief an den Italienischen Justizminister zur Solidarität mit Elias Bierdel und Kapitän Stefan Schmidt auf. Außerdem liegen in allen Innenstadtdkirchen, im Haus der Diakonie am Mühlentorteller und im Kirchlichen Verwaltungszentrum in der Bäckerstraße 3-5 Postkarten aus, die unter dem Motto 'Humanitäre Hilfe ist niemals ein Verbrechen' zur Unterstützung aufrufen. Rund um das Trefen der G8 Minister_innen für Inneres und Justiz in Rom gab es mehrere direkte Aktionen. Am 28. Mai 2009 wurde das lokale IOM Büro attackiert. Die Außenwände des Sitzes der Internationalen Organisation für Migrationen (IOM) in der Via Nomentana wurden mit mehreren Eimern blutroter Farbe und Plakaten verziert. Mehr als 50 Aktivist_innen kritisierten mit der Parole "Das Schweigen ist das der Schuldigen" die als humanitäres und solidarisches Engagement bezeichnete "Kompliz_innenschaft" der IOM bei rassistischen Politiken. Flavio Di Giacomo, ein Sprecher der IOM zeigte sich "verbittert" über den Protest und erklärte: "Wir sind Antirassisten, wir arbeiten zugunsten der Migranten, wir empfangen sie auch ganz konkret in Lampedusa und sind wegen dem Gegenteil angegriffen worden. Ein Cayuco mit 71 illegalen Immigranten an Bord ist in Playa Santiago auf La Gomera angekommen. Unter den Insassen sind nach Angaben der Guardia Civil zwei Minderjährige. Das Holzboot ist rund sechs Seemeilen vor der Küste von einem Boot der Küstenwache aufgebracht und in den Hafen geschleppt worden. Laut Aussagen der Insassen ist das Boot vor vier Tagen von der mauretanischen Küste aus in See gestochen. Alle Insassen sind in einem guten gesundheitlichen Zustand. read more

Ohne konkretes Ergebnis endeten am Donnerstag in Luxemburg Diskussionen der EU-Innenminister zu Asyl und den Bootsflüchtlingen im Mittelmeer. Die von der EU-Kommission vorgeschlagenen Reformen des EU-Asylrechts wurden von den Ministern zum Teil heftig kritisiert. Mehrere Staaten, darunter Deutschland, verlangten Nachbesserungen. Bei den Bootsflüchtlingen im Mittelmeer blieb es vorerst bei unverbindlichen Aussagen. Die von Italien, Griechenland, Malta und Zypern geforderte Solidarität der anderen 23 EU-Staaten müsse in jedem Fall „auf der Basis der Freiwilligkeit“ erfolgen, so Bundesinnenminister Wolfgang Schäuble (CDU) read more

Für Aufsehen sorgte beim EU-Innenministertreffen ein Vorschlag von Innenkommissar Jacques Barrot: Er präsentierte den Ministern die Idee, in Libyen Auffanglager für potentielle Asylwerber unter Kooperation der EU und des UN-Flüchtlingshilfswerks UNHCR zu etablieren – wörtlich ist von "Aufnahmezentren" die Rede. Dort sollten auch gleich die ersten Asylverfahren durchgeführt werden. read more

Nach dem Kentern eines Flüchtlingsbootes vor der spanischen Südküste werden etwa 18 Menschen vermisst. Wie die spanische Küstenwache am Donnerstag mitteilte, ereignete sich das Unglück etwa 16 Kilometer vor der Stadt Tarifa. Es sei 22 Insassen gelungen, sich auf dem Rumpf ihres gekenterten Bootes in Sicherheit zu bringen. Spanische und marokkanische Rettungsdienste leiteten eine gemeinsame Suche per Hubschrauber ein. Jedes Jahr versuchen Tausende verarmte Afrikaner die Flucht nach Spanien. Viele von ihnen sterben auf der Überfahrt, weil sie verdursten oder ihre oft völlig überladenen Boote kentern. read more

In der Nacht zum 2. Juni wurde auf dem Radarschirm des S.I.V.E. Systems eine Patera mit Kurs auf Lanzarote sichtbar. Das seeuntüchtige Holzboot befand sich noch etwa 15 Seemeilen nordöstlich von Arrecife, als sich ein Flugzeug und ein Patroullienboot der Seerettung auf den Weg machte, die Immigranten in Empfang zu nehmen. Kurz nach Mitternacht erreichte das Patroullienboot mit der Patera im Schlepptau den Hafen von Arrecife, wo sich Mitarbeiter des Cruz Roja um die insgesamt 21 Afrikaner kümmerten und diese mit trockener Kleidung, Trinkwasser und etwas Essbarem versorgten. read more

Zu sehen bekommen es die Hunderte, die jedes Jahr bei dem Versuch sterben, ein EU-Land zu erreichen, die Tausende, die jedes Jahr abgeschoben werden; und zu sehen bekommen es auch Menschen wie Elias Bierdel, ehemaliger Vorsitzender der Hilfsorganisation "Cap Anamur", und Stefan Schmidt, der Kapitän, der mit dem Schiff "Cap Anamur II" vor fünf Jahren im Mittelmeer 37 Menschen aus Seenot rettete. Diesen beiden Männern drohen in Italien nicht weniger als vier Jahre Gefängnis und 400 000 Euro Geldstrafe - wegen "Beihilfe zur illegalen Einwanderung". Eine absúrde Anklage. read more

In Agrigento/Italien stehen Elias Bierdel und Kapitän Stefan Schmidt heute wieder vor Gericht. Es droht ihre Verurteilung, obwohl sie im Juni 2004 Bootsflüchtlinge vor dem sicheren Tod gerettet haben. Über 5000 Einzelpersonen aus 20 Staaten haben mittlerweile den Appell „Humanitäre Hilfe ist kein Verbrechen“ unterzeichnet und die vollständige Rehabilitierung der beiden Lebensretter gefordert. read more

Der Fall des deutschen Rettungsschiff Cap Anamur offenbart den grundsätzlichen Konflikt zwischen Gutes tun und darüber reden und sich dem Vorwurf der Eigen-PR auszusetzen. Nun steht der Prozess gegen den damaligen Cap Anamur-Chef Elias Bierdel kurz vor dem Abschluss. Am 20. Juni 2004 macht die Besatzung der Cap Anamur, das Schiff der gleichnamigen Hilfsorganisation, im Seegebiet südlich von Malta ein hilflos treibendes Schlauchboot aus. Der Vorsitzende der Innenministerkonferenz, Bremens Innensenator Ulrich Mäurer (SPD), fordert eine Verlängerung des Bleiberechts für geduldete Flüchtlinge. Mäurer begründete seinen Vorstoß mit der Wirtschaftskrise. "Wir müssen den Menschen, die ernsthaft um Arbeit bemüht sind, dafür so lange Zeit lassen, bis sich die wirtschaftliche Lage wieder bessert", sagte Mäurer in einem Bericht der Tageszeitung "Die Welt". In der Wirtschaftskrise falle Flüchtlingen die Suche nach Arbeit noch schwerer als normalerweise, fügte Mäurer hinzu. read more

Der Lübecker Kapitän Stefan Schmidt rettete das Leben von 37 Bootsflüchtlingen. Jetzt entscheidet ein Gericht in Italien, ob er ein illegaler Schleuser ist. Das Schlauchboot mit den 37 Männern aus Afrika an Bord hatte Schlagseite und der Motor qualmte. Diese Männer waren so gut wie tot. Aber dann begegneten sie dem Lübecker Schiff „Cap Anamur“ mit Kapitän Stefan Schmidt, der sie rettete und bald im Mittelpunkt eines Seefahrts-, Flüchtlings-, Justiz- und Medien- dramas stand, das auch nach fünf Jahren noch nicht zu Ende ist. read more

Im Mai haben nur 66 illegale Einwanderer Malta erreicht - die niedrigste Zahl für diesen Monat im Fünfjahresvergleich. Insgesamt wurden seit Januar 2009 aber bereits 890 Ankünfte gezählt, was einen Rekord darstellt. Armee-Sprecher Andrew Mallia wollte sich deshalb nicht dazu äußern, ob der Rückgang durch die neuen italienisch-libyschen Patrouillen bewirkt werde: "Wir wissen zwar daß einige Schiffe übergeben wurden, aber wir kennen ihre Einsatzpläne nicht und können daher auch nicht beurteilen, ob sie effektiv arbeiten", sagte der Major. Auf einer Medienkonferenz nach dem G8-Ministertreffen in Rom verteidigte der italienische Innenminister Roberto Maroni die Rückweisungen von auf See aufgegriffenen Afrikanern. Gleichzeitig demonstrierten in Rom rund 2000 Personen gegen die Flüchtlingspolitik der Regierung Berlusconi. read more

Italiens Schritt, mehr Einwanderer nach Lybien zurück zu schicken, hat die EU gezwungen, das Problem nun ernster zu nehmen. Jetzt komme es aber darauf an, einen neuen Rahmen zu finden, durch den Menschenleben gerette werden könnten, sagte die stellvertretende niederländische Justizministerin Nebahat Albayrak bei einem Besuch auf Malta gestern. Sie unterstützte bei dieser Gelegenheit den Plan, Asyl-Agenturen in Libyen einzurichten, die Migranten durchlaufen müßten, ehe sie auf verschiedene EU-Länder verteilt würden.
