Die Innen- und Justizminister der acht führenden Industrieländer kommen heute in Rom zu einem zweitägigen Arbeitstreffen zusammen. Dem Gastgeber Italien brennt vor allem das Problem der Bootsflüchtlinge unter den Nägeln. Rund 36 500 Immigranten strandeten 2008 an italienischen Küsten, davon kanpp 32 000 auf der winzigen Insel Lampedusa, die dadurch zu trauriger Berühmtheit gelangte. Die Flüchtlingspolitik des Landes war in den vergangenen Monaten international als ausländerfeindlich kritisiert worden. read more

Im vergangenen Jahr zählte man auf Lampedusa 31.000 Bootsflüchtlinge - das geschätzte Drittel, das unterwegs irgendwo im Mittelmeer ertrunken ist, nicht dazu gerechnet. Die Migranten stammen aus allen Ländern Nordafrikas. Als Europas südlichster Flecken im Mittelmeer bildet die Insel für die Flüchtlinge eine Brücke ins erträumte Wohlstandsparadies. Die Europäische Kommission hat ein Kurz- und Langzeitpacket entschieden, um Malta und anderen südlichen EU-Grenzstaaten zu helfen, die Ziel von illegaler Migration und Asylsuchenden sind. Justizkommissar Jacques Barrot will nächste Woche den Innenministern seine Vorschläge schicken, die auch finanzielle Hilfe, so auch ein extra ausgearbeitetes burdon sharing und die Eröffnung eines EU/UNHCR-Büros in Libyen beinhalten. Der Vorplatz des Rathauses wurde kurzerhand in einen symbolischen Tatort der tödlichen europäischen Flüchtlingspolitik verwandelt. Gleichzeitig setzten die Jugendlichen in der Trave zwei selbst gebastelte "Wasserleichen" aus. "Mit dieser Aktion wollten wir den tödlichen Alltag an Europas Außengrenzen nach Lübeck holen", so die Organisation. "Über das Ausmaß des Dramas gibt es wenig offizielle Statistiken, allerdings starben laut spanischer Regierung allein 6000 Flüchtlinge im Jahr 2006 auf dem Weg nach Europa. Nicolas Beger von ai im Interview: Man muss sich die Zahlen mal wirklich ansehen: Zwar steigt die Zahl derer, die auf immer gefährlicheren Wegen versuchen, nach Europa zu kommen. Aber die Gesamtmigrationszahl hat sich massiv verringert. In der Bundesrepublik Anfang der 90er hatten wir noch 400.000 Flüchtlinge im Jahr - jetzt haben wir ungefähr 19.000, nicht einmal fünf Prozent. Auf Lampedusa steigt die Zahl - in Italien insgesamt sinkt sie. Dieses ganze "Das Boot ist voll" ist schlicht nicht wahr. read more

Der italienische Botschafter in Algerien, Giampaolo Cantini, hat bekannt gegeben, dass es Verhandlungen zwischen Algerien und Italien gibt, um gemeinsame Seepatrouillen gegen die illegale Migration durchzuführen. In 2008 seien 446 Algerier abgeschoben worden. Algerien soll pro Jahr 1000 Arbeitsvisa erhalten, es sind in 2008 aber nur 40% davon abgerufen worden. (Artikel in franz. Sprache) read more

Bundeskanzler Werner Faymann hat bei seinem Treffen mit EU-Kommissionspräsident Jose Manuel Barroso für eine Stärkung und Sicherung der Schengen-Außengrenzen geworben. "Wir nehmen die Anliegen der österreichischen Regierung sehr ernst", betonte Barroso. Man habe für Österreich wichtige Fragen der Außengrenze und Kriminalitätsbekämpfung "offen angesprochen", sagte Faymann. Für Österreich sei etwa die Bekämpfung des Kriminalitätstourismus sehr wichtig. read more

Es ist zwecklos, von unantastbaren Menschenrechten zu sprechen, es ist illusorisch, sich auf irgendwelche internationalen Abkommen zu berufen, es genügt nicht, sich zu erheben, um die italienische Verfassung zu verteidigen. read more

Zur Lage der Menschen, die in der EU Schutz vor Verfolgung suchen, erklärte Diakonie-Direktor Chalupka, ihre Situation verschlechtere sich derzeit dramatisch. Durch ihre Abschottungspolitik entledige sich die EU zunehmend ihrer Verantwortung für den internationalen Flüchtlingsschutz. "Rund um Europa gibt es ein riesiges Grab", sagte der Diakonie-Direktor und wies darauf hin, dass das Zurückschicken von Flüchtlingsbooten auf hoher See lebensgefährlich sei und jedem humanitären Verständnis widerspreche. Die zum Schutz der EU-Außengrenzen gegründete Agentur FRONTEX, "die Menschen in den Tod schickt", müsse vom EU-Parlament wirksam kontrolliert werden. read more

Nach der Pro-Kopf-Quote von Malta hätte Deutschland zwei Millionen Afrikaner aufzunehmen. Dramatischer Appell an die Solidarität unter den EU-Staaten: Die Brüsseler Kommission will Deutschland und andere europäische Länder auffordern, Bootsflüchtlinge aufzunehmen. Die 27 EU-Kommissare beraten heute in einem außerordentlichen Treffen über das Problem der illegalen Migration im Mittelmeerraum. Nach Angaben aus Brüssel wird die Kommission die Einrichtung von Zentren für Asylbewerber in Libyen vorschlagen. Ein kalter Ostwind weht über die Anhöhe an der türkischen Grenze. Polizeikommissar Friedrich Böhm zieht den Reißverschluss seines Parka hoch. Es ist fast Mitternacht. In der Ferne glitzern die Lichter der türkischen Stadt Ipsala. Dazwischen fließt irgendwo der Evros. Der Fluss bildet hier, in Thrazien, die Grenze zwischen Griechenland und der Türkei. Mit bloßem Auge ist in der pechschwarzen Nacht nichts zu erkennen. Aber Friedrich Böhm sieht auf seinen Bildschirmen alles: jedes Haus, jeden Baum, jedes Gebüsch. Der Grenzschützer aus Österreich hat seinen Ford Transit mit dem Wiener Kennzeichen hier oben auf der Anhöhe in Stellung gebracht. Wie Italien Richtung Libyen zurückschiebt, so deportiert Griechenland in die Türkei. Und von dort aus nach Afghanistan. Das, was in diesen Tagen zwischen der griechischen und der türkischen Regierung geschieht kann man allerdings als kollektives Todesurteil bezeichnen. Zwischen dem 17. und dem 18. Mai wurden mehr als 54 MigrantInnen, darunter auch Minderjährige, in Patras gefangengenommen und in die Türkei deportiert. Von Istambul aus sollen schon viele nach Kabul ausgeflogen worden sein. Aus dem Artikel von Marei Pelzer (Rechtspolitische Referentin von PRO ASYL): "Überladene Boote, völlig erschöpfte gestrandete Flüchtlinge, Tausende Toote – dies ist die traurige Realität an Europas Außengrenzen. Die EU reagiert auf das Elend vor den Toren Europas mit einer immer massiveren Abschottung. Zur koordinierten Abschottung wurde im Jahr 2004 eine Europäische Grenz-Agentur mit dem Namen Frontex gegründet. Seit Jahren agiert diese Agentur, ohne dass sich die EU-Regierungen mit den menschenrechtlichen Verpflichtungen von Frontex ernsthaft auseinandergesetzt hätten. Monat für Monat werden Flüchtlingsboote im Mittelmeer oder dem Atlantik durch Frontex-Schiffe abgefangen und an ihrer Weiterfahrt in die EU gehindert." read more

Normalerweise sitzt der österreichische Polizist in einem Büro in Wien. Acht Nächte lang schiebt er jetzt mit einem Kollegen Dienst an der griechisch-türkischen Grenze. Thrazien heißt das Gebiet wie auch die Übung, zu der die beiden Österreicher abgeordnet sind, gemeinsam mit weiteren 38 Polizistinnen und Polizisten aus 20 EU-Ländern. Veranstaltet wird die Übung von der EU-Agentur Frontex, die vor vier Jahren gegründet wurde unter dem Eindruck einer wachsenden Zahl von Armutsflüchtlingen. read more

Mehr als 42 284 AusländerInnen sind in den letzten 10 Jahren an den algerischen Grenzen, über 62.000 insgesamt zurückgewiesen worden. In der gleichen Zeit wurden ca. 70.000 irreguläre MigrantInnen von den Behörden registriert. Circa 20.000 Menschen wurden von 2000 bis Anfang 2007 abgeschoben. Diese Zahlen stammen aus einem Bericht des UNHCR. Algerien versucht, seine insgesamt ca. 9.200 km lange Grenze an Land und See besser zu schützen.
