Am 9.5.2008 gegen 21.00h besetzten Spezialeinheiten das Marrokkaner-Viertel von El Ejido. Mit massiver Gewalt stuermten sie Teehaeuser, Geschaefte und Telefonlaeden - auf der Suche nach illegalen Inmigranten. Die Gewerkschaft SOC protestiert gegen das diskriminierende Vorgehen und kuendigt Proteste an. Die Eliteeinheiten riegelten das Viertel vollstaendig ab. Anwohner dourften ihre Haeuser weder betreten noch verlassen.Die Spezialeinheiten pruegelten auf spontan protestierende Bewohner ein. Als Grund der Aktion erklaerten Polizeisprecher:"Wir suchen illegale Bootsfluechtlinge. Die schicken wir sofort nach Hause". read more

Das UNO-Flüchtlingshochkommissariat (UNHCR) kritisiert weiter die Abschiebungen von Bootsflüchtlingen aus Italien nach Libyen. In Interviews, die UNHCR-Flüchtlingsschützer in den libyschen Anhaltezentren durchgeführt hätten, habe sich gezeigt, dass sich offenbar tatsächlich eine Reihe von Asylsuchenden unter ihnen befänden. "Einige kommen auch für internationalen Schutz in Frage, darunter etwa Personen aus Somalia und Eritrea", hieß es in einer Aussendung am Dienstag. Italien solle die Asylanträge derjenigen, die vom UNHCR als Asylsuchender identifiziert wurden, nach italienischem Recht prüfen, forderte die Uno-Organisation. read more

Italien und Libyen bekämpfen Schlepperbanden Italien und Libyen beginnen am Mittwoch mit gemeinsamen Patrouillen vor der libyschen Küste, um die Abfahrt von Migrantenbooten nach Süditalien zu verhindern. Geplant sei eine verstärkte Zusammenarbeit beider Länder im Kampf gegen "kriminelle Organisationen, die Menschenhandel betreiben und aus illegaler Einwanderung Profit schlagen" vor, teilte das Innenministerium in Rom mit. Die Europäische Kommission wird prüfen, ob die Zurückschiebungen nach Libyen konform mit den europäischen Normen ist, so wird der Sprecher der Abteilung Justiz zitiert. Libyen hatte die Aufnahme von 227 Flüchtlingen akzeptiert, die von italienischen Einheiten gerettet worden waren. Aufgrund eines 2008 geschlossenen Vertrages sollen am 15. 500 MigrantInnen sind innerhalb von 5 Tagen nach Libyen zurückspediert worden, ohne dass sie einen Fuß in das Erstaufnahmelager auf Lampedusa setzen konnten. Auch heute wird die „Zurückweisungspolitik“ weiter vertreten: wieder sind an die 200 MigrantInnen, unter ihnen mindestens 42 Frauen und 2 Neugeborene, an Bord des Marineüberwachungsschiffes Spica nach Tripolis gebracht worden. Die AusländerInnen sind in ein Haftzentrum nach Libyen gebracht worden, wie auch die anderen 227, die vor drei Tagen nach Twescha, 35 km von Tripolis entfernt, gebracht wurden. „Das Modell für Europa“ (Innenminister Maroni): Italien tritt die Menschenrechte mit Füßen – Europa verliert den letzten Rest von menschenrechtlichem Anstand.PRO ASYL begrüßt die klaren und unmissverständlichen Verurteilungen dieses Völkerrechtsbruches durch den Europarat, den Vatikan, den UNHCR und das breite zivilgesellschaftliche Bündnis "Tavolo Asilo" in Italien. PRO ASYL fordert die EU-Kommission auf, sich unmissverständlich zu den Menschenrechtsverletzungen Italiens zu äußern und sich dafür einzusetzen, dass das EU-Mitgliedsland diese völkerrechtswidrigen Praktiken unverzüglich beendet. „Wenn Europa nicht bereit ist, diesen hundertfachen Völkerrechtsbruch zu sanktionieren und zu beenden, verliert es den letzten Rest von menschenrechtlichem Anstand“, so Europareferent Karl Kopp. read more

Eine italienische Fregatte liegt vor Malta vor Anker und wartet auf neue Befehle, nachdem die maltesischen Behörden dem Schiff untersagt haben, 69 Migranten an Land zu bringen, die in der Nacht nahe Lampedusa gerettet worden waren. Die "Spica" hatte die Schiffbrüchigen in den frühen Morgenstunden in der zu Malta gehörenden Rettungszone aufgelesen, aber die Regierung in Malta besteht darauf, daß sie in den nächstegelegenen Hafen gebracht werden. Die italienische Regierung hat erneut eine Gruppe von 163 Bootsflüchtlingen nach Libyen zurückbringen lassen. Medienberichten zufolge wurden sie gestern vor der Insel Lampedusa aufgegriffen und direkt zurückgeschickt, ohne italienischen Boden betreten zu haben. Italien hat im vergangenen Jahr mit Libyen ein Abkommen geschlossen, in dem Tripolis sich verpflichtet, stärker gegen illegale Immigranten vorzugehen. Italiens Ministerpräsident Silvio Berlusconi sagte, man werde nur noch diejenigen einreisen lassen, die die Voraussetzungen für politisches Asyl erfüllten. Gemäß internationaler Abkommen sei Italien lediglich verpflichtet diejenigen aufzunehmen, die italienischen Boden betreten würden. read more

Internationale Menschenrechtsorganisationen haben vehement gegen die italienische Regierung protestiert, die gestern 227 Bootsflüchtlingen von Italien nach Libyen abgeschoben hat. "Wenn diese Migranten in die Länder zurückgebracht werden, aus denen sie geflüchtet sind, werden sie im Gefängnis landen und verschwinden, wie es bereits mehrmals geschehen ist", protestierte Oliviero Forti, Leiter des Migrationsbüros der Caritas, nach Angaben italienischer Medien. read more

Trotz massiver Proteste hält die italienische Regierung an der harten Linie fest: nur drei Tage nach der Zurückschiebung von über 200 Flüchtlingen nach Tripolis wurden heute mehr als 160 Flüchtlinge in internationalen Gewässern zwischen Libyen und Lampedusa von der italienischen Marine gerettet und sofort nach Libyen zurück gebracht. Ministerpräsidetn Berlusconi verteidigt die harte Linie mit den Worten, die vormalige linke Regierung hätte die illegale Einreise ermöglicht, man wolle nur noch echte Schutzsuchende einreisen lassen. Dabei verschweigt er jedoch, dass die Flüchtlinge gar keine Chance hatte, ein Asylbegehren zu fomulieren, da sie sofort auf die Marineschiffe umgebootet und zurückgeschickt wurden. Dennoch sieht er keinerlei Rechtsverletzung der Regierung: "Wir erfüllen alle europäischen Normen. Wenn wir sie nicht aufhalten, dann helfen wir den Schleppern." Der italienische Journalist Francesco Viviano sprach mit den Beamten der Guardia di Finanza, die die erste Rückschiebung durchzuführen hatten: "Wir haben den Befehl durchgeführt, doch wir schämen uns dafür." Mehr Glück hatten 80 Flüchtlinge am gestrigen Tag: sie wurden vor Lampedusa aufgegriffen, befanden sich aber schon in nationalen italienischen Gewässern und wurden nach Sizilien gebracht. read more

Der Vertreter des UNHCR in Rom, Laurens Jolles, sagte gegenüber der BBC, es sei ein "beunruhigender Trend", dass Italien auf See abgefangene Flüchtlinge direkt nach Libyen zurückschicke. Jolles meinte, die "Last" der Migrationsbewegung nach Italien, Spanien und Malta müsse "fair" auf die Staaten der EU verteilt werden. Er kritisierte weiterhin, dass die Zurückgeschickten keinerlei Chance hätten, Asyl zu beantragen. Man müsse auch die Gründe für ihre Flucht in den Blick nehmen. Vor diesem Hintergrund muten die alltäglichen Berichte seltsam an, wonach mutmaßliche Piratenangriffe durch Manöver von Kriegs- schiffen oder Warnschüssen vertrieben wurden. Handelt es sich dabei zumindest teilweise um Flüchtlingsboote, die einem Tanker zu nahe kamen? Sollten die zunehmend auf Kreuzfahrtschiffen zum Einsatz kommenden Sicherheitskräfte dazu übergehen, vorsorglich das Feuer zu eröffnen, sobald sich ein Boot mit Afrikanern an Bord nähert? read more

"Seit Jahren fordere ich, mit einer übermäßigen Anzahl an Asylanträgen belastete Staaten bei der Abwicklung der Asylverfahren mit Spezialteams zu unterstützen", dieser Vorschlag von ÖVP- Sicherheitssprecher im Europäischen Parlament, Dr. Hubert Pirker, wurde im Plenum des Europäischen Parlaments in Straßburg angenommen. Als Chefverhandler des Europäischen Parlaments legte Pirker konkrete Vorschläge für rasche Asylverfahren vor. Durchgesetzt werden konnte auch, dass dieses Unterstützungsbüro aufs engste mit der Grenzschutzagentur FRONTEX zusammen arbeiten wird. read more

Die italienische Regierung hat ihre Genugtuung über die erfolgreiche Abschiebung von 227 Bootflüchtlingen nach Libyen ausgedrückt. Dass Tripoli nach jahrelangem Drängen nun einer sofortigen Aufnahme der illegalen Einwanderer zusgetimmt habe, sei Folge einer Verbesserung des libysch-italienischen Verhältnisses. Der italienische Innenminister Roberto Maroni der ausländerfeindlichen Regierungspartei Lega Nord sprach von einem “historischen Wendepunkt im Kampf gegen die illegale Einwanderung” und wies Kritik an der Abschiebung zurück: “Sie befanden sich in internationalen Gewässern, für die die maltesische Seenotrettung zuständig ist. Sie waren niemals auf italienischem Hoheitsgebiet. Wir haben in Übereinstimmung mit dem Völkerrecht gehandelt”, bekräftigte Maroni. read more

Für Gran Canaria war es eine der schlimmsten Flüchtlingsboot-Tragödien der letzten 10 Jahre, als am Morgen des 03. September 2008 ein Cayuco mit insgesamt 13 toten Afrikanern an Bord vor der Südküste Gran Canarias treibend entdeckt wurde. Die Staatsanwalt- schaft der Provinz Las Palmas ist sich sicher, fünf Männer in Gewahr- sam zu haben, denen zumindest eine erhebliche Mitschuld am Tod der aus dem Senegal, Gambia und Guinea Bissau stammenden 16 Boots- flüchtlinge nachgewiesen werden kann. Sie fordert 36 Jahre für die beiden Hauptangeklagten und 27 Jahre Haft für drei Mitangeklagte. read more

Kirchliche Hilfsorganisationen sind entsetzt über die italienische Regierung, die afrikanische Migranten sofort nach ihrer Rettung aus Seenot nach Libyen zurückschickt hat. Ein solches Vorgehen sei „eine Schande“ und verletze klar das Recht auf Asyl, sagte der Präsident der Migrationskommission von Caritas Europa, Le Quyen Ngo Dinh. „Wir können nicht hinnehmen, dass die Menschen das Leben aufs Spiel setzen und möglicherweise Folter und Vergewaltigung ausgesetzt sind“. Fast fünf Jahre ist es her, seit die Cap Anamur weltweit für Schlagzeilen sorgte. Das deutsche Schiff hatte auf seiner Fahrt im Mittelmeer Flüchtlinge gerettet. Doch niemand wollte die Afrikaner aufnehmen. Der wochenlange Streit von damals hallt noch heute nach - denn der ehemalige Cap Anamur-Chef und der Kapitän des Schiffes müssen sich in Italien noch immer vor Gericht dafür verantworten. read more
