Lithuania is pushing ahead with the legalisation of pushbacks, which the authorities call "reversals" (apgręžimai). This practice involves picking up people who have "irregularly" crossed the border with Belarus and then sending them back to the neighbouring country. This usually means that people have no opportunity to apply for asylum. Although border officials have been accused of violence by people on the move and NGOs, there is little visible evidence so far. On the Belarusian side, however, people on the move, NGOs, and Lithuanian officials consistently report that people are beaten and robbed. read more

The report 'Dal mare al carcere' (From the sea to prison), drafted by humanitarian organizations Arci Porco Rosso and borderline-europe, denounces the criminalization of people on the move accused of being so-called "scafisti", or human smugglers. The report is based on news stories of people who were detained on charges of aiding and abetting "irregular immigration" by sea. "Don’t call them 'scafisti' [human smugglers] they are skippers," Sara Traylor, an operator at Arci Porco Rosso, told ANSA, when referring to the people who end up captaining the boats crossing the Mediterranean. The report, which was based on data from 2022, was put together to provide evidence that many of those who end up captaining boats across the Mediterranean are not in fact human smugglers, as they are often described by the authorities, but people on the move who perhaps have prior knowledge of seafaring or steering boats. read more

The controversy between Interior Minister Matteo Piantedosi and the NGOs was sparked by the choice of Ancona as the port of disembarkation, which is considered to be too far among sea rescue NGOs. However, the minister accused the NGOs operating humanitarian ships of creating a "pull factor" and enticing people on the move to cross the Mediterranean. The private sea rescue ship Ocean Viking reached the port of Ancona on Tuesday, January 10 with 37 people on board. The Geo Barents, operated by Doctors Without Borders (MSF) was also ordered to disembark its rescued people in Ancona on the Adriatic sea the same day. Both the Ocean Viking and the Geo Barents had in vain requested to disembark rescued people at the closest port so they could return to saving lives at sea more quickly. read more

In August 2022 restrictions on family reunions were adopted by the Dutch government. People who were allowed to permanently stay in the Netherlands would have to wait until properly housed before reuniting with their families. On 11 January 2023, the Dutch government has temporarily suspended these constraints, until the government will take a definitive ruling. read more

This week, Rwandan President Paul Kagame delivered a stark warning to refugees fleeing renewed violence in the Democratic Republic of Congo: “We cannot keep being host to refugees for which, later on, we are held accountable in some way, or even abused about.” The president’s statement illustrates the Rwandan government’s politicization of refugee rights. It comes at a time when Rwanda has struck an unscrupulous 120 million pounds (approximately US$145 million) deal with the United Kingdom. read more

The defendants say they saved lives but prosecutors claim they were involved in human smuggling, forgery and espionage. The trial of 24 aid workers who helped rescue people on the move off the coast of Greece kicked off and was later adjourned in the Greek island of Lesbos on Tuesday. The "smuggling"-related case has widely been criticized by human rights groups. The 24 defendants, including several foreign nationals, worked for the now defunct NGO Emergency Response Centre International — a search and rescue group operating on the island of Lesbos from 2016 to 2018 — and have been charged with facilitating "illegal" migration into the European Union, as well as other felonies. read more

After a decline in the Corona pandemic, more people applied for asylum in Germany again last year. As the Federal Ministry of the Interior announced on Wednesday, 217,774 initial applications for asylum were registered. This was an increase of around 47 percent compared to the previous year (2021: 148,233 applications). Ukrainian asylum-seekers are not included in the statistics as they don't follow the regular asylum procedure. However, they constitute 80% of the protection-seekers in Germany. read more

On Wednesday, the Lithuanian governement is expected to vote on a package of legislative amendmends to the current policy of turning away people on the move at the border. In August 2021, the interior minister had signed a decree violating the international law, expelling "irregular" people on the move arrived from Belarus. On one hand, the amendments would allow the authorities to deny entry to foreign nationals who intend or have crossed the border outside the designated places. At the same time, the deputy Interior Minister stated that the law would be applyed just in a declared state of emergency. Moreover, people whose access will be denied, would still be entitled to emergency assistance when needed. read more

An appeals court in Nador, Morocco, has increased the sentences of a group of people on the move, over the last year’s deadly crossing attempt into Spain’s Melilla enclave, which resulted in the death of at least 21 people due to authorities’ unlawful use of force and violence. The group of 13 people faces now 3-year prison sentences, accused of “participarion in a criminal gang of clandestine migration”, unauthorised entry to Morocco and violence against the police. The Moroccan Association for Human Rights (AMDH) last month called the punishments "severe and unjust”, whilst Morocco and Spain insist on blaming migrants for the tragedy. read more

Greece's ESTIA accommodation program for refugees and asylum seekers, which allowed for the allocation of hotels and apartments to be used temporarily by asylum seekers and refugees, has been officially shut down by the Greek right-wing government. The Ministry of Migration has argued that the shut down of the program “proves that immigration is now under control.” read more

Sweden's assumption of the EU presidency dashes hopes for any progress in creating a much needed EU-wide migration policy. The country’s three-party center-right coalition has made its anti-immigration stance clear, proposing major changes to the immigration policy, such as abolishing the notion of giving permanent asylum to refugees, and vowing to reduce the number of refugees accepted into the country. read more
