"Border management and fundamental rights, they go hand in hand," declared Hans Leijtens, as gave a press conference ahead of the start of his role as head of the EU border agency Frontex on Thursday, January 19. In October 2020, nearly 200 people who had departed from Turkey to seek asylum in the European Union were caught in a storm off the coast of Crete, Greece. Finding themselves in a state of emergency, the passengers made a distress call to the Hellenic Coast Guard requesting assistance. Following their emergency call, the Greek authorities illegally and violently expelled them towards Turkey, ultimately abandoning them on life rafts at sea. The case was communicated by the European Court of Human Rights (ECtHR) to Greece in December 2021; to date, the Greek authorities have denied that the pushback took place. However, the Legal Centre Lesvos published a forensic reconstruction video, demonstrating that the Hellenic Coast Guard, instead of rescuing the approximately 200 people who were in distress at sea, violently attacked, detained, and ultimately abandoned them at sea in a massive coordinated and illegal pushback operation. read more

The 39 unaccompained minors who reached Ancona last week on board of humanitarian vessels will remain the in the Marches region. They are aged between 14 and 17 and they are being hosted by the charity Caritas. The latter has been asked by the prefecture of Ancona to organize hosting centres in the city. On the other hand, adults who arrived on board of Geo Barents will go to Lombardy. read more

The crew of the Geo Barents rescue ship completed the disembarkation of the 73 rescued people on the move in the Italian port of Ancona. "Rescue completed", announced the crew of the Geo Barents rescue ship on Twitter on Thursday, January 12. "The 73 survivors, including 19 unaccompanied minors, have finally touched the ground after a long and unecessary journey to Ancona," continued the tweet from the medical charity Doctors without Borders (MSF) which operates the Geo Barents. read more
While landings of people on the move are slowing down due to adverse meteorological conditions, Italian Prime Minister Giorgia Meloni has met with her government with the aim of forging agreements with countries of departure of people on the move. Lithuania is pushing ahead with the legalisation of pushbacks, which the authorities call "reversals" (apgręžimai). This practice involves picking up people who have "irregularly" crossed the border with Belarus and then sending them back to the neighbouring country. This usually means that people have no opportunity to apply for asylum. Although border officials have been accused of violence by people on the move and NGOs, there is little visible evidence so far. On the Belarusian side, however, people on the move, NGOs, and Lithuanian officials consistently report that people are beaten and robbed. read more

The report 'Dal mare al carcere' (From the sea to prison), drafted by humanitarian organizations Arci Porco Rosso and borderline-europe, denounces the criminalization of people on the move accused of being so-called "scafisti", or human smugglers. The report is based on news stories of people who were detained on charges of aiding and abetting "irregular immigration" by sea. "Don’t call them 'scafisti' [human smugglers] they are skippers," Sara Traylor, an operator at Arci Porco Rosso, told ANSA, when referring to the people who end up captaining the boats crossing the Mediterranean. The report, which was based on data from 2022, was put together to provide evidence that many of those who end up captaining boats across the Mediterranean are not in fact human smugglers, as they are often described by the authorities, but people on the move who perhaps have prior knowledge of seafaring or steering boats. read more

The controversy between Interior Minister Matteo Piantedosi and the NGOs was sparked by the choice of Ancona as the port of disembarkation, which is considered to be too far among sea rescue NGOs. However, the minister accused the NGOs operating humanitarian ships of creating a "pull factor" and enticing people on the move to cross the Mediterranean. The private sea rescue ship Ocean Viking reached the port of Ancona on Tuesday, January 10 with 37 people on board. The Geo Barents, operated by Doctors Without Borders (MSF) was also ordered to disembark its rescued people in Ancona on the Adriatic sea the same day. Both the Ocean Viking and the Geo Barents had in vain requested to disembark rescued people at the closest port so they could return to saving lives at sea more quickly. read more
In August 2022 restrictions on family reunions were adopted by the Dutch government. People who were allowed to permanently stay in the Netherlands would have to wait until properly housed before reuniting with their families. On 11 January 2023, the Dutch government has temporarily suspended these constraints, until the government will take a definitive ruling. read more

This week, Rwandan President Paul Kagame delivered a stark warning to refugees fleeing renewed violence in the Democratic Republic of Congo: “We cannot keep being host to refugees for which, later on, we are held accountable in some way, or even abused about.” The president’s statement illustrates the Rwandan government’s politicization of refugee rights. It comes at a time when Rwanda has struck an unscrupulous 120 million pounds (approximately US$145 million) deal with the United Kingdom. read more
