Weil immer mehr Menschen vor Krieg und Terror fliehen, wird es für sie teurer oder gefährlicher, diese Dienste in Anspruch zu nehmen. Je schwieriger die Reisewege sind, desto wichtiger sind Schleuser. Für Migrationsforscher ist es ein bekanntes Phänomen. Zur Rettung von Flüchtlingen und zur Bekämpfung von Schleusern hat die EU im vergangenen Jahr im Mittelmeer die Operation „Sophia“ eingeleitet; im Juni wurde das Mandat für ein Jahr verlängert und ausgeweitet. EU-Mitarbeiter unterweisen nun auch Mitglieder der libyschen Küstenwache darin, Menschenschmuggel zu unterbinden. Eventuell wird sich künftig auch die Nato beteiligen. 28. Juli 1951 - die UN beschließt die Genfer Flüchtlingskonvention. Genauer gesagt das "Abkommen über die Rechtsstellung der Flüchtlinge", worin deutlich festgelegt ist, wer ein Flüchtling ist, welchen rechtlichen Schutz, welche Hilfe und welche sozialen Rechte er erhält. Es wird ebenfalls definiert, welchen Pflichten ein Flüchtling nachkommen muss, wenn er in einem Gastland leben möchte. Auch heute hat die Konvention noch enorme Relevanz, denn aktuell fliehen Millionen von Menschen nach Europa. Die Genfer Flüchtlingskonvention hat seit ihrem Beschluss zum Schutz von 50 Millionen Menschen beigetragen. read more

In Italien sind zwei mutmaßliche Schlepper festgesetzt worden. Sie sollen ein Boot mit 400 Migranten an Bord geführt haben. Im Lagerraum wurden die Leichen von 15 Männern und einem Jugendlichen entdeckt. Den Behörden zufolge geht es um 16 Flüchtlinge, deren Leichen von einem irischen Militärschiff auf See geborgen und am Samstag in den süditalienischen Hafen Vibo Valentia gebracht wurden. Gleichzeitig gingen dort 622 Gerettete von Bord des Schiffs, darunter auch die beiden mutmaßlichen Schmuggler. Wie die Austria Presse Agentur meldet, stammen die Festgenommenen wahrscheinlich aus Nigeria oder Somalia. read more

Die Leichen von 41 Flüchtlingen sind an der Küste im Westen Libyens geborgen worden, wie italienische Medien am Montag berichteten. Den Leichen, die an einem Strand der Stadt Sabratha 60 Kilometer westlich der Hauptstadt Tripolis angespült wurden, sollen zwecks Identifizierung DNA-Spuren entnommen werden. Die Flüchtlinge sollen vor fünf Tagen bei der Reise nach Italien ertrunken sein. 7.500 Flüchtlinge sind in der vergangenen Woche bei Rettungseinsätzen unter Regie der italienischen Küstenwache in Rom gerettet worden. Seit Jahresbeginn trafen 84.000 Flüchtlinge in Italien ein. read more

Die EU gibt Griechenland weitere 83 Millionen Euro, um die Versorgung der festsitzenden Flüchtlinge zu verbessern. Die EU-Kommission stellte damit seit Anfang vergangenen Jahres 354 Millionen Euro für die Gesundheitsversorgung und die Unterbringung der Menschen bereit. In Griechenland halten sich noch fast 60.000 Migranten auf. Viele hoffen darauf, trotz geschlossener Grenzen einen Weg nach Mitteleuropa zu finden. read more

The first recipients of the pan-African passport were Rwandan President Paul Kagame and Chadian President Idriss Deby. The timeline for the common passport roll-out to citizens of member countries is uncertain, although AU officials hope that citizens will have access by 2018. Migrants held cardboard placards saying "Hungary Open Borders" or "No Borders, No Fence" as they marched Friday in a long column along a road leading north from Belgrade toward the Hungarian border 200 kilometers (120 miles) away. read more
