Viktor Orbán's hardline stance on migration, once considered extreme, is increasingly shaping EU policy. At an upcoming EU Council meeting, member states are likely to endorse tougher measures, including 'return centres' outside the EU to contain migrants, in line with Orbán's vision. This shift reflects growing pressure from far-right anti-immigration parties across Europe, pushing mainstream politics towards a more exclusionary approach, as the EU moves towards a 'Fortress Europe' model. read more

Rome, 11/10/20204 – The judge of the Court of Brindisi, Italy, with the appeal by SOS MEDITERRANEE challenging the administrative detention of the Ocean Viking ship earlier this year (08/02/2024), has decided to raise a question of constitutionality regarding Decree Law 1/2023, which was later converted into Law No. 15/2023: the so-called Piantedosi Decree. On the 9th of February 2024, the Ocean Viking received a detention order from the Italian authorities following the disembarkation of 261 survivors in the port of Brindisi. The grounds for this detention were based on false accusations made by the Libyan maritime authorities. read more

As part of its strategy to seal its borders, Italy has set up migrant centres in Albania, which will now receive thousands of asylum seekers every month from countries deemed 'safe'. In fact, Italy considers countries such as Tunisia, Egypt or Bangladesh to be safe, albeit with exceptions for vulnerable groups such as LGBTQI+ or political opponents. According to the Court of Justice of the European Union, this distinction is not possible: either the countries are considered completely safe or they do not fall within the definition of 'safe countries'. read more

EU-funded reception centres in Turkey have been transformed into deportation centres where Syrians, one of the main target groups, are systematically pressured to sign so-called 'voluntary return' forms. Although Syria is a country subject to the principle of non-refoulement, the EU has provided more than €200 million for these centres and a total of €915 million for Turkey's migration management since 2007. Testimonies reveal appalling conditions and abuses that raise serious legal concerns about the EU's responsibility for human rights violations in these centres. read more

But government pulls straight and opens centers in Albania on Monday. On migrant centers in Albania, there will be another clash between the government and the judiciary. While the executive confirms the opening of the facilities, which could be operational as early as next Monday, judges in Italy are back to disapprove the Cutro Decree, this time with the blessing of the Court of Justice of the European Union, which, in an Oct. 4 ruling demolished the prerequisite for the accelerated examination of asylum applications for which detention is provided: provenance from a “safe” country of origin. read more

Since then, the initiative has handled over 8,000 emergency calls involving more than 200,000 people and calls for rescue services. In recent years, several European countries have signed agreements with countries of origin, such as Libya and Tunisia, to block crossings. These agreements, aimed at reducing arrivals, have normalised the use of violence and support for authoritarian regimes. Migrants suffer violence, including systematic rape, in a context of massive human rights abuses by militias and traffickers. Despite criticism from international organisations, these policies have been praised by some political leaders for their 'effectiveness' in containing migration flows. read more
