On September 9, Denmark and Rwanda signed a political agreement disclosing their plans to establish a scheme under which asylum seekers are sent to the African country, where their asylum claims should be processed. The two countries will initiate dialogues with relevant stakeholders, including the UN’s Refugee Agency, ensuring that international obligations and the protection of human rights are upheld. However, the deportation of people to countries with poor human rights records, such as Rwanda, has been strongly opposed by MEPs, NGOs and the UNHCR itself, since such a scheme “is not possible under existing EU rules.” Israel and the UK have attempted to do the same, but their plans have not materialized so far. Nevertheless, the plans reveal how far countries such as the UK and Denmark are willing to go in order to deter asylum seekers, irrespective of the rule of the law. read more

The office of the chief prosecutor of the International Criminal Court (ICC) officially joins the national authorities in the joint team on crimes against migrants and refugees in Libya. The CPI prosecutor Karim Khan announced in a statement. In this way, the ICC supports Italy, the Netherlands, the United Kingdom and Spain, trying to accelerate the cooperation already started with the member countries. Part of the sum (23 million euros) will still be allocated this year, with the remaining part being allocated in 2023 to provide equipment and services to Egyptian authorities. This is another sum confirmed by the European Commission to “prevent irregular migration by sea” when Europe should be preventing suffering and supporting people in need of international protection instead, states MEP Erik Marquardt (of the Greens). In total, 745 people at least arrived on the southern Italian island on Tuesday and Wednesday (September 13 and 14). A 35-year-old man was found dead in one of the boats; this one had departed on Sunday from Libya. Nearly 400 people were rescued from a drifting fisher boat off Calabria on Wednesday as well. Meanwhile, people hosted at Lampedusa’s hotspot live in hard conditions due to the extreme overcrowding. Arrivals have also been registered in the area of Siracusa, Sicily. read more

Refugee children have the right to education but, in reality, only 68% may access primary school, and 37% secondary school. The numbers are from the UN Refugee Agency’s report launched this Tuesday (September 13), covering more than 10 million refugee children of school age, in more than 40 countries. read more

On Tuesday morning, an attempt was made to deport Mohammad K. in a large-scale operation. The deportation was prevented by the mobilization of friends and neighbors. Mohammad K. has been living in Leipzig for about seven years and has now been taken to a clinic in Leipzig under police custody for necessary medical care. The federal government is planning to introduce a so-called "right of opportunity to stay" soon. In some federal states, so-called "anticipatory regulations" are already being used to prevent people who fall under the so-called "right of opportunity to stay" from being deported. In Saxony, however, such a regulation does not yet exist. read more

A report shows the structural racism against Muslims in Germany, e.g. Muslims in Berlin experience disadvantages in state institutions. Also criticized is a lack of awareness and insufficient classification of anti-Muslim behavior and crimes, which leads to insufficient reporting. The head of the Landkreistag (Association of Districts), Reinhard Sager, is concerned about Germany’s “capacity to take in more war refugees from Ukraine” and finding sufficient housing. At the same time, five states (Mecklenburg-Western Pomerania, Lower Saxony, Rhineland-Palatinate, Saxony and Thuringia) have stopped taking in asylum seekers from other countries. The Council of the EU is ready to allocate a budget of 72 million euros for the EU’s security and immigration mission in Niger, after agreement upon a further two-year extension. The funds are assigned to aiding “Nigerian security actors in the fight against terrorism and organised crime” and the development of “procedures and techniques to effectively control and fight irregular migration (...) in support of the Union’s objectives on migration.” A total of 144,000 euros is designated to a project entitled “migration.” read more

An undocumented person has filed a constitutional complaint against the reporting requirement in Section 87 of the Residence Act. It was introduced in 1990 and states that all authorities must report illegalized persons to the foreigners authority. In the specific case, the man from Kosovo underwent emergency surgery the previous year, now needs a treatment certificate from the social welfare office for further procedures, which would, however, have to report him and would mean deportation in the end. read more

A four-year-old Syrian girl died last week, after days adrift on a boat from Lebanon. This week, two babies and a child of 12 are amongst the victims who died of dehydration on a migrant boat that had set off from Turkey. People continue to die on their journeys to Europe because rescues come too late. More than 1,200 people have already died in the Mediterranean Sea in 2022, adding to almost 25,000 deaths since 2014. Nevertheless, Europe continues to prioritize border control over sea rescue. There are no EU ships patrolling the areas where most boats enter in distress, but Frontex’s aerial surveillance to intercept and return people, as shown in overwhelming evidence. read more

The German Association of Cities is calling for a summit to be convened to discuss the accommodation of refugees. Bottlenecks are expected, especially in winter. There is therefore an urgent need to talk about the necessary increase in the reception capacities of the federal states, a fair distribution of refugees and an appropriate reimbursement of costs. The current distribution of refugees is not working. Federal Interior Minister Nancy Faeser has already said that the reception and distribution of many refugees is a major humanitarian act and that new consultations are therefore needed. read more
