Italian-Libyan Pacts on Migration - How a renovated partnership is negatively impacting the rights of people on the move

As a destination country along one of the world’s deadliest migration routes, the Central Mediterranean Sea, Italy has a long history of dealing with people on the move. In fact, by departing from North African countries such as Tunisia and Libya, people who flee their country of origin for social, political or economic reasons try to reach the safe territories of the European Union. Even though this phenomenon is well established by now, Italy’s migration policy has been inconsistent and harmful towards people on the move. In particular, the ongoing deals between Italy and Libya are enabling violent push- and pullbacks of people intercepted at sea and are breaching many international obligations concerning human rights. Despite the different tools which have been used to formalise the cooperation between the two countries, this partnership represents a common thread in the succession of Italy’s many governments throughout time. This brochure is the result of a panel discussion organized by borderline-europe and the Bildungswerk Berlin of the Heinrich-Böll-Stiftung, in which experts from Libya, Sudan, and Niger highlighted the tragic impacts of European migration policies and the phenomenon of missing migrants.

borderline-europe has been working on the external border in Sicily since 2009. We are often asked to give presentations on our findings from our work on the ground. We would now like to make two of these lectures, which we gave in Palermo and online in May 2024, available to other interested parties in this simple online format. Of course, it is not possible to explain all the processes involved in migration policy in detail in one lecture, but we would like to use this publication to provide at least a basic impression of the situation in Italy and Sicily in particular. Spotlight Italy - Cosmos Palermo

Our latest Italy magazine Streiflicht is here! In 'Kosmos Palermo', we look at the realities of life for migrants who come to Palermo, Sicily, and try to build a life in the city. In doing so, they repeatedly encounter hurdles. At the same time, there is a dense network of organizations in Palermo that try to support migrants in overcoming these challenges. Unfortunately "Spotlight Italy" is currently only available in german.
